The 3rd International Congress on Image and Signal Processing (CISP 2010) and the 3rd International Conference on BioMedical Engineering and Informatics (BMEI 2010) will be jointly held from 16-18 October 2010, in Yantai, China. Yantai was listed as one of the world's most inhabitable places by the United Nations and was recognized as the "most charming city of China" by China Central Television. Undulating hills rise above the area's many rivers and are framed by beaches and neighboring islands. Famous tourist attractions include the Tashan Mountain, Kongdong Island, and Penglai Pavilion Scenic Area. Seafood and fruits are plentiful in Yantai.
CISP’10-BMEI’10 is a premier international forum for scientists and researchers to present the state of the art of multimedia, signal processing, biomedical engineering, and biomedical informatics. The previous CISP’09-BMEI’09 attracted over 3000 submissions from around the world. The registration fee of US$390 includes proceedings, lunches, dinners, banquet, coffee breaks, and all technical sessions. CISP’10-BMEI’10 is technically co-sponsored by the IEEE Engineering in Medicine and Biology Society.
All papers in conference proceedings will be indexed by both EI Compendex and ISTP, as well as the IEEE Xplore (CISP 2010 IEEE Catalog Number: CFP1094D-PRT, ISBN: 978-1-4244-6514-9; BMEI 2010 IEEE Catalog Number: CFP1093D-PRT, ISBN: 978-1-4244-6496-8. CISP-BMEI 2008 and 2009 papers have already been indexed in EI Compendex). Substantially extended versions of best papers will be considered for publication in a CISP’10-BMEI’10 special issue of the Computers and Electrical Engineering journal (SCI-indexed).

CISP-BMEI2010 Committee decided that the following papers have been chosen into the proceedings of CISP-BMEI2010. Please examine if your papers are missed. If you have any problems, please email to cisp_bmei@ytu.edu.cn in two days.
CISP-BMEI2010最终决定以下论文入选论文集，请各位作者检查自己的论文是否漏掉了，如果有问题，可以在2天之内向会务组发邮件询问。
接到农业银行的通知，由于农业银行内部账号扩充，自7月1日起原有15位账号改为17 位，我单位开户银行账号在原有的基础上前面加“15”即可。
- CISP'09和BMEI'09论文已经全部EI核心检索。
- 在您注册过程中上传最终稿时，需要您重新提交论文的题目和作者信息，请您一定仔细认真地填写，保证与最终稿保持一致，我们将以此为收录的根据，如果因为您自己填写错误或不完整等原因导致您的论文收录出现问题，责任自负！！！
- 严格按照会议给出的模板重新改写论文（http://cisp-bmei2010.ytu.edu.cn/template.htm），word模板不用考虑括号的内容，只需要把原来的部分用自己论文的内容代替即可，建议使用Latex模板。论文规范：题目需要单词的第一个字母大写，姓名需要名在前，姓在后，不能缩写，第一个字母大写。论文题目原则上不能改变。第一作者不能变，其余作者可以调整，一名作者也可有多个单位。
- 论文最终版的生成步骤请作者仔细阅读网站的说明，已经给出中文说明。会议的ID有两个，cisp10x和bmei10x，视作者的论文被哪一个会议录取而定。
- 注册内容包括上一步骤的论文最终版、版权表（Copyright需要作者下载word版，打印，手写签名，然后扫描或照相为电子版（一定转为PDF），再上传。控制大小在1M之内）、汇款单扫描件（我们需要邮局或银行机打的电汇凭证，您可以在该单据上确认银行是否已添加附加信息）。
- 为方便国内作者填写IEEE的版权声明，特别制作了版权声明的模板(CISP'10,BMEI’10)，请作者参照，红色部分是需要作者填写的（红色是为了醒目，请作者使用黑色，不要使用红色）。
- 请作者汇款时一定在汇款单上写明文章编号和作者，否则我们无法知道汇款来自哪一篇文章，进而耽误您的注册。同一名作者有多篇论文费用没有优惠，具体在网站的注册页面有详细说明。请优先使用邮局汇款，因为邮局汇款方便、快捷、可以保证您的附言能够出现在汇款单中（请一定要写上您要注册的论文编号，查找您要注册的论文方便，我们有1千多篇论文，如果没有编号，您的汇款我们无法得知是给哪一篇论文注册，从而可能会影响您的注册）。银行汇款由于存在着银行之间的转账、业务量过大等原因，导致附言信息被省略、转账时间过长、出错概率过高等问题的出现。
- 您上传以上文档后，将可以在线查询是否提交成功，之后会务组将检查您提交的文档是否正确（包括论文是否通过IEEE PDF Express认证、格式是否符合要求、题目和作者信息有无更改、版权表是否合格、汇款单扫描件是否合格等），三个工作日后请您再次在线查询提交文档是否合格，只有提交文档都合格之后，您的注册工作才能完成。
- 一般不寄送纸质的录用通知，确因特殊原因需要，请与会务组cisp_bmei@ytu.edu.cn联系，稍后会以电子版或挂号信的形式发出。
- 发票、论文集、光盘只能在会议时才能领取，未参加会议作者的材料，会议结束后由会议秘书处负责寄送。
- 推荐论文到SCI期刊（Computers & Mathematics with Applications）的工作需要所有注册工作完成后才能由程序委员会进行，所以请作者尽快完成注册手续。
- 酒店、旅游、票务等问题会在稍后的邮件和网站中体现。
